Charles and Jane Philips lived in the Town of Oak Grove (later Union), Eau Claire County, Wisconsin, at the time of the 1870 census. They had two children, Viola and Arthur.

In 1872, Charles applied for a homestead in the Town of Sheridan, Dunn County, Wisconsin. (Section 28, Township 31 north, Range 13 west). On August 10, 1875, Charles was gratned title to 160 acres of land in the Town of Sheridan, Dunn County, Wisconsin, under the Homestead Act of 1862. The legal description of that property was "the North West quarter of Section twenty-eight in Township thirty-one north of Range thirteen West, in the District of Lands . . ."

In the 1880 U.S. Census for the Town of Sheridan, Dunn County, Wisconsin, Charles, Jane, and Arthur are present. Viola had died in 1878.

The following information about Charles's service during the Civil War is copied from the web site "FindAGrave.com" for Vanceburg Cemetery, Prairie Farm, Dunn County, Wisconsin. It was submitted by Mr. John Christenson. A Civil War veteran having served as a Corporal in Company C, 8th Wisconsin Infantry. Charles enlisted August 28, 1861, at Eau Claire, Wisconsin, to serve three years as a Corporal and on October 11, 1861, was mustered into Federal service with Company C at Madison, Wisconsin, to date from September 9, 1861. On the muster roll of Jan./Feb., 1862, Charles was listed as present, sick. On the muster roll of Sep./Oct., 1862, he was listed as present and reduced to the ranks per Special Order No. 85, H.Q., 8th Regiment Wisconsin Volunteers, dated October 16, 1862. On the muster roll of May/June, 1863, he was listed as present, sick in quarters. On the muster roll of Sep./Oct., 1863, he was listed as absent, sick in Regiment hospital. On the muster roll of Nov./Dec., 1863, he was listed as absent, sick in Jefferson Hospital, Memphis, Tennessee, and was carried in that capacity through the muster roll of May/June, 1864. On the muster roll of July/August, 1864, he was listed as present and the government was due $10.22 for transportation. This probably indicated that he had been on furlough back to Wisconsin. On September 16, 1864, Charles was mustered out of Federal service at Memphis, Tennessee, upon the expiration of his term of service. On the muster out roll it was noted that he was due his $100.00 enlistment bounty, less $10.22 for transportation furnished. Charles returned to his home in Two Rivers, Manitowoc County, Wisconsin, after his discharge. On an unknown date he moved to Sheridan Township, Dunn County, Wisconsin, where he lived out the rest of his days. In April 1887, Charles J. Phillips was one of a number of veterans who formed the August Rhoemhild Post No. 237 of the G.A.R. at Prairie Farm, Barron Co., Wis., and was it’s first Commander. At that time he was living in Sheridan Twp., Dunn Co., Wis.
ADDITIONAL from FindAGrave: Charles was born Jan. 29, 1840, in Niagara Co., New York, son of John Morgen Phillips and Rebecca Weir. He died April 17, 1906, in Sheridan Twp., Dunn Co., Wis., aged 66 years, 2 months and 28 days, and was buried there besides the remains of his wife Jane in the Phillips Family plot in Vanceburg Cemetery. His gravestone is inscribed "Charles J. Phillips Jan. 29, 1840 Apr. 17, 1906." Charles was married twice with his first marriage on 14 Oct 1866 to Jane Ralph, in Dunn County, Wisconsin. Jane was born Dec. 8, 1845, daughter of Thomas Ralph. She died Oct. 21, 1893, in Sheridan Township, Dunn County, and was buried there in the Phillips Family plot in Vanceburg Cemetery. Her gravestone is inscribed "Jane Wife Of Chas. J. Phillips Dec. 8, 1845 - Oct. 21, 1893." Their known children were: Viola, b. 10 May 1867, died 23 Oct 1878 & Arthur P. Phillips, b. 16 May 1871. On Sep. 30, 1884, Charles married the widow Candace Oney in New Haven Twp., Dunn Co., Wis. Candace was born in 1845, at Summit, Erie Co., Penn., daughter of Smear Sad Rockwell and Martha H. Luther. She died March 10, 1934, at the home of her son Charles at Toledo, Lincoln Co., Oregon, and was buried at Corvallis, Oregon. Their one child was Charles Jesse Phillips, born Nov. 20, 1887. In April 1887, Charles J. Phillips was one of a number of veterans who formed the August Rhoemhild Post No. 237 of the G.A.R. at Prairie Farm, Barron Co., Wis., and was it's first Commander. At that time he was living in Sheridan Twp., Dunn Co., Wis.
